Why did my Shopify bill charge me $36.99 instead of $1?

I signed up to shopify a month ago and just received my second bill. Ive been charged $36.99 and I signed up with the $1/month for 3 months plan. Ive been overcharged here as the store has only been operating for a month (not even live yet)? Is anyone able to help and direct me to how to resolve the issue and get a refund?
