Why isn't California excise tax showing up at checkout?

Hello,

I have a store that requires California excise tax. I've configured the product taxonomy properly for all products to reflect this, however I do not see any additional tax beyond California sales tax being applied at checkout. Note that the store only offers pickup, not delivery or shipping. Is there a step I am missing?
