Why isn't my sales tax override working on my ecommerce platform?

I am trying to override my state sales tax but no matter what percentage I put in the field it does not override. Why is shopify not letting me override? We have variable taxes in different counties and I believe shopify is applying an aggregate amount. I would like to override this. Why is my override not taking effect?

Please advise.
