Why isn't sales tax being charged for Louisiana orders?

I live in Louisiana and have my settings set to collect sales tax in Louisiana and I tested it out and it worked for me but I had a customer order and they are in Louisiana and it didn’t charge them tax. How can I fix this? Thanks.
