Failed to register checkouts_create webhook topic

Hi 

I am developing a custom app to read checkouts. I am trying to register to CHECKOUTS_CREATE topic. But I am getting the below.

You cannot create a webhook
subscription with the specified
topic

Is it related to some permission issue? if so how can I resolve it?
