Admin Rest api call limit during downgrading from shopify plus

Hi, We wanted to downgrade from the Shopify plus account to Shopify plan. We had the following questions:
•⁠ ⁠The admin api rate limit of 2 requests/sec - Does this only affect the shopify apis that we call such as the create order on shopify API? Or will it also affect the external rest apis that we call from our storefront?
•⁠ ⁠Can our same shopify plus account be downgraded to shopify plan?
