Bug when applying discount to a draft order.

When applying a discount directly to a draft order, if the discount title does not match the discount code it fails to apply. If the same discount is applied where the title matches the discount code it applies correctly.

Tried to apply discount "J1701775 | $5 off"

Successfully applied discount "J1701775"

Any developers out there that can take a look into this?
