Can you create a checkout-like page/form that produces draft orders?

As the title says, we're hoping to have a form that produces draft orders that will act as quotes for customers. We are currently using the forms app and a zapier connection. This works okay except:
1) It costs money from consuming zaps from Zapier
2) It does not calculate shipping and that needs to be manually added in the draft orders page

Both of the above are minor, but it would be nice if there was a way to do this within shopify. The checkout page essentially would do this except instead of producing an order it would be nice if we could make a separate page similar to it that produced a draft order. I am fairly resourceful but not a programmer and as such I felt as suggesting the checkout page as a base seemed like a good starting point. Any help or extra info would be wonderful.

For everyone else there's apps like mechanic, or quote apps.

Thank you Paul, would there be any case in which you would suggest to have a programmer do it from scratch to avoid a monthly subscription (if at all possible)?

Only if the total cost of custom app development and ongoing maintenance is worth it to the business or experience.

Think about it if a monthly app can provide feature X generating revenue "A" for the cost "B"  .

If A is greater than B why wouldn't you use the app until there's some reason to take full ownership of the process.
