When using draftOrderComplete even with the email parameter set to a dummy email and immediately archiving the order, a confirmation email is sent to the customer. Is there any way to suppress this email?

After looking into this more it looks like Shopify's API doesn't provide a direct method to prevent an order confirmation email from being sent when you complete a draft order, even if you archive the order immediately. This is due to the fact that completing a draft order automatically triggers the order confirmation email.
I totally do see the benefit of this however so I'll create a feature request to allow API access to adjust rules for how email notifications can be managed.
