PriceRule & Discounts Admin API: Combinations not applied

I am connecting a laravel app to shopify to create discount codes for fresh customers.  I successfully completed the discount code generate part in shopify via the API. But combinations are not applied from the API. Please help guys. You can see the code in the attachment.
