Why is every Shopify store I open suspended even before I add any products?

Hello,
Whenever I open a Shopify store, it gets suspended without any explanation from Shopify. Even when I appeal these closures, I receive no feedback or response. When I speak with Shopify support agents, they only escalate the case without providing any updates.
I would really appreciate any advice, as I feel completely stuck.
