Automatic Free Shipping via Discounts

Hi there

I was just wondering why "Free Shipping" is not an option in the Automatic Discounts section?

I currently have my free shipping set up to trigger once a customer hits a certain minimum spend, however, I don't want this to apply when the customer is using a discount code entered at the check out. I do not want to turn of the free shipping minimums for all, as only certain customers will have discount codes to use.

Surely having a free shipping option in the automatic discounts area would be a way to resolve this? Alternatively, does anyone have a good work around?
