FB Conversion Ad no Learning phase?

Hi, I started a new Shopify store for the first time.  Im connected to FB ad account and I start to run conversion ads, but there's no learning phase....usually it tally 50 events before it is done learning.  But on this new shopify store, there is no learning what so ever.  What is wrong here?

I also get this low matching rate.  Maybe my pixels are not working?  Can someone help me set this up.  I can pay, I just need it fixed asap.
