Has anyone got Tag Manager to work at checkout without Plus?

Has anyone got Tag Manager to work at checkout without Plus?

Tag Assistant shows it vanish at the last stage of checkout. I tried to follow some advice from Digital Darts but to no avail.

Is anyone able to to get it to work?
