Got the same when using shopify app to try start an ad campaign. Went to my business facebook page (one linked with my shopify account) and was able to create an ad campaign straight away. Something needs to be fixed as it would be handy to stay within shopify to get all of the metrics.
Basically, we need to set properly the Facebook and Instagram shops correctly to fix this error. I opened a ticket to the support and they sent me a manual on how to check if everything is ok and fix it if not.
I have the same problem. Anyone so kind to share some tips?

When you say you went direct to Facebook buisness page to do the Ad directly there do you mean via the link on Shopify>Marketing>Create Campaign

Having the same issue...everything is verified, pixel installed, test events are registered on facebok (I can see when I click different things on my website that it's recording activity), but I can not create a retargeting add in Shopify Campaigns.
Did anyone find a solution. I can see a lot of people asking about the same thing.
