High CPM on tiktok ads

Hello guys, I started my shop a few month ago, and I tested a lot of ads and landing pages. 

After a while I also got my first sale. I analysed my shop analytics and for me it was clear, that I have to set my Tiktok ads to only europe. 

Does anyone know how I can set the target audience to only europe on a Tiktok ads campaign without getting such high CPM?

I can't select regions, what do I have to do?
