This is a great question. There are many factors to consider when determining your budget for Google Smart Shopping campaigns. The main thing to consider is how large your market is. For instance, if many brands are investing a large budget with similar ads, then your ads will be shown less. It's generally stated that you should keep your daily budget around or above the average, especially if you are just starting out as it may take a longer time to generate conversions if you are just starting out. Generally, minimum budgets should be at least $30 to $50 per day. This is from real-world experiences.

Anything lower than this and you will have a much harder time getting conversions.

However as @Mac mentioned, each niche is different, and each country is different. So my advice, use a budget that you are comfortable paying.
