How to show customers discounted shipping rates based on cart total?

Hi, my client needs a popup on the cart page where shows to user how much miss to reach a discounted shipping rate. 

I don't know how it is called this kind of behavior...

I'd like to welcome you to the Shopify Community, I can see this is your first post!

I think that is a neat idea about the cart message. Communicating how much more the customer has to spend to reach the discounted shipping rate is an excellent way to increase the average order value!

One basic way to implement this, would be something as simple as a banner announcement. It could say something like 'Spend X amount to avail of Y shipping cost to Z destination'. That would allow you to communicate it to your customers, but it wouldn't be able to dynamically tell them how much more they needed to spend to reach the next tier of shipping charges.

For that you would most likely need to consider installing some sort of third party app to enable this advanced functionality. I took a look on the Shopify App Store on your behalf and found a few worth checking out! 

• Free Shipping Bar - allows you to motivate your customers to increase their cart total in order to reach shipping goals. This app is very popular and has great reviews. It also has a free plan available.
• Free Shipping Popup - this app shows customers how close they are to receiving free shipping by way of an animated popup. There is a free basic plan.
• Ultimate Free Shipping Bar - show progress towards cart goals in order to keep customers engaged. This app is free to use.
