Is there a way to send back in stock notifications to ALL customers - even those who didn't opt in?

I have a back in stock notification set up on my site that customers can use to be notified when a product is back in stock. Is there a way to send automatic back in stock notification to ALL of my customers, even if they didn't manually opt in?

Ya maybe there's a way to do it without them subscribing/ manually optin.
