I have some trouble figuring out how to make my size guide fully responsive on mobile and desktop.
I created my size guide table on Excel, but when I add the excel file's HTLM code to the size guide page, the outcome is totally different and not responsive at all.
Can you guys help me figure this out?

Excel doesn't create responsive tables or all encompassing html that works everywhere.
You need to either learn html&CSS to fix that or hire someone, or luck out and find a liquid snippet that makes a responsive table where you give it data from the spreadsheet.
