Depending on who you are targeting local citation can be very important/ effective for your website. If you are focused more on selling abroad to other countries or areas, it might not be as important.

It depends, So far I know local citatation is quite bacdated term in SEO but still it has an immence effect on ranking.  Basically its works very fast for local seo. If the targeted people is local than a local site can ad a great value.
