Make an offer based on previous purchase

I'd like to be able to make previous customers an offer at checkout:

IF they've purchased a product in their cart in the past, ask them to review it, and add a free gift to their order for submitting a review

Is this possible with an existing app?

According to your requirement I have searched the app related but did not find any related app available in Shopify.

Share coupons code for customers who already did shopping from your store.

Other wise need to create an app for this.
