In the two images below you can see exemple of products flagged as "sale" or "promotion" by Google shopping
My own products have promotions (ie: price is lower than the "compare to price" one) but they do not get that promotion tag on Google shopping, how can I solve this?

This doesn't apply, I don't even have a Goiogle merchant center accounts, it goes directly through Shopify's google canal
If you have Google channel app then your also have a merchant centre account. If you go into the channel app you will see a merchant centre account.
Go in there and make sure.your set up is correct.
You have to check the feed again and need to ad promotion code perfect as well as the shipping method must be perfect on the website and then you have to resubmit the product again for approval.

Only valid price drops are eligible to show.
For example, if you have had your sales for too long, they will not show, because for example sales drops that are 6+ months are not real.
For example, if the original price was never sold at, then the price drop is not real
For example, if the original price is RRP, then the price drop is not real
There are lots of situations your price drop will not be valid.
Mainly make sure the price drop is real, is not year-round, and you have sold the item at its original price in recent history.

The price drop will be shown as a promotion only if the product was sold at the original price and suddenly the price dropped. This implies that it should look like a real sale and not like a discounted price throughout the year.
You can also use an app, the Easy Google Shopping Feed app by AdNAbu, which manages your merchant center feed and other advanced features such as Multilanguage, Multicurrency, and Metafields.

This is not a valid promotion, to be considered for a promotion, ie adding it in GMC, then the promotion must be redeemed in the checkout, not prior to this stage.
As the compare at a price is not redeemed in the checkout, then in this case, it's considered an automatic promotion, ie a sales drops. And will not be eligible for promotion.
