No orders are generated, but Google still charges me

Hello Experts

I think there must be a big problem with my settings. I have tried a lot of checks and learned a lot of references, but I can't find the reason. I really need your help！

I set the bid method of Google Ads as target cost per conversion, and also set up conversion tracking on the theme.liquid and checkout page as instructions.
