Just to confirm, do you mean your PayPal account is disabled or it is disabled in your admin meaning you cannot connect it to your store? I'm not 100% clear. If it is your actual PayPal account, I would advise reaching to PayPal directly about it as it is something only they would be able to assist you with. You can contact them here.
Can I also ask which country you are based in? It might be the case that PayPal is not an available gateway in the country you are in. Let me know!
