Post Purchase Offers Automation - This feature is currently unavailable?

Have the Shop app all set up and we are showing up fine but now having problems setting up the offers automation. When I hit publish it gives me this error:

• This feature is currently unavailable

Is this restricted in someway help centre seems to suggest offers are good to go?
