Purchase Event says Zero Conversions not working properly

when I try to create a ad for Facebook the purchase event tab is not working. It is saying you may receive zero purchases. I have created a custom conversion tag and it’s still not working. 

can anyone help me resolve this issue so I am able to sell my products.
