It's hard to tell based on that one screenshot alone but it looks to be your footer menu. In order to confirm, could you provide me with your Shopify store URL? Also, what are you looking to accomplish?

That is just part of your footer menu. It's an area for your website visitors to access pages of your store that you otherwise don't display at your top menu. Typically it's best to keep all your shopping and contact-based links at the top menu and use your footer menu to link to pages such as your policies on shipping, returns, refunds, etc.
