quick question/verification about pop-ups

Do the Shopify free themes (I'm currently using Venture) have pop-ups to collect email addresses, or does that always have to be done with a 3rd party app? Either answer is fine here, I just want to confirm before I start researching apps. To be clear, I'm not looking for massive customization, just a pop-up with a custom message at any point during the visitor's session that will offer them the opportunity to join our email list.

Hi, we already have an email client. What I'm looking to do is have a pop-up within the store that will allow a visitor/customer to give us their email address so that they can join our email list. It's a common thing, I know, but I'm wondering if this is possible within the framework of Shopify themes, or if I would need to get a 3rd-party app?
