Repete discount for specific user

Hi, like the title suggest we would like to enable a discount that repete itself for specific users every 3 months. 

We want to shape the discount like this:

1. Restricted to the userbase that we allow.

2. X amount $ / Period.

3. Once per user.

4. Repeat itself every 3 months.

Meaning that these specefic customers can use the code once every 3 months. 

This would be a great add on since we wont have to manually change the discount every 3 months and add the customerbase everytime the discount Expires.

Does anyone have a solution?
