If my site has been suspended due to policy violations, can I still do SEO, shopping ads and web images? Thanks

You can check if you are eligible and active in Google merchant center dashboard.

And you can check if you are getting free clicks if scroll a bit lower. Till you see the performance tabs.

I presume this suspension you're talking about is in Merchant Center? This does not affect your SEO or your web images in image search results. Shopping ads require a functioning Merchant Center so you won't have running shopping ads.

Requirements for Image Size
Your Google Merchant Center account will receive an error if a picture is too small (or too large), and your listing will not go live. That's why it's crucial to pay attention to Google's size requirements:
     1.Images of non-apparel must be at least 100 x 100 pixels.
     2.Image of clothing: at least 250 x 250 pixels
     3.There will be no images larger than 64 megapixels.
     4.There will be no image files larger than 16 MB.
If the photos on your website don't follow these criteria, make the necessary adjustments before uploading the feed to Google. This will save you the trouble of having to correct the errors later. Google often notes that scaling up a picture or submitting a thumbnail is not permitted.
