Shopping ads suddenly stopped displaying 7/14

My Pmax ad campaign has been running well, but suddenly today my clicks and impressions are down 95% and no ads are showing (under tools, troubleshooter, and ad preview and diagnosis searching for keywords that previously worked gives me the result that my ads are not showing.) No disapprovals in merchant center. Google ads account shows campaign is eligible.

 

One thing that seems to correlate is that free ads suddenly started working 7/14 when they previously were not (despite being approved in GMC). Many others have said that their free listings just started working on 7/14 as well (https://community.shopify.com/c/ecommerce-marketing/all-items-suddenly-gone-from-google-shopping-fre...). 

 

Have also tried creating a standard shopping campaign with no luck.  

 

Any idea what is going on? Seems to be a strange correlation, shopping ads suddenly plunge when free listings start working? Google support has not been helpful.

As an update, Google support finally 2 weeks later let me know that the account was undergoing a manual review. $20-30k in lost revenue, not even a heads up. No support agents even knew what was going on.

 

From Google support 14 days after initial support request:

 

 

"Hi,

Thank you for waiting and for raising your concerns with us. 
Starting from 14 of July your account was under review.

In order to maintain the safety and security of Google’s ad environment, all Google Ads  accounts go through periodic account reviews by our systems and specialists. While any accounts can go through this review process at any time, this is especially common for accounts that have been newly created and have been setup with billing information and payment methods. 

During this review process, the ads accounts may have a new Daily Spending Limit (DSL) applied, which is the maximum amount your account can be billed for a campaign on a given day. Our specialist teams will manually review the accounts and ensure policy compliance. This process generally takes 5 business days, and depending on the complexity of the accounts, this may take longer. Generally once this step is complete, the DSL is automatically removed or increased automatically. Otherwise, Google will notify you if further action is required.

 In certain cases as yours, the accounts may have a set spending limit for a few days, which may result in limited ads serving. Advertisers are recommended to continue spending like normal. Once the review is complete, the cap will resolve itself. 

As for now your account was no longer under review.

Thank you for your understanding."

I disabled free ads but no luck with getting shopping ads back. Still having this issue, google support has not been helpful
