Trying to create a new FB campaign. Getting message "A problem with Facebook prevented your..."

I've created campaigns in the past with FB, but now when I try to create one, I'm getting the message "A problem with Facebook prevented your activity from being published. Try to republish in a few minutes.".  No additional info, no other clue as to why not from Shopify or FB...I've followed all the steps to verify there are no issue.  Can someone point me in the right direction to get this working?

Please notice that:

Once you finish these steps, you’ll wait up to 72 hours to have your domain verified by Facebook. When domain verification is complete, you'll see a green button next to your domain name.

Other takeaways I got from other threads:

1- Verify your mail:

Go to your Facebook business manager account > Business settings > Business info > Provide your email address > Send verification Email

Then check your inbox and verify it (check Social or Spam if you don't see the email). Once verified you can try publishing again.

2- Check your payment method: maybe your card or Paypal account has been connected before in another account.

3- Verify your domain in Business Settings then add pixel events in the Event manager
