Unable to get conversions working on checkout

I've added the google tag on theme.liquid and checkout order status page additional scripts, additionally I've added the event snippet right below the tag in the additional script section.  However, even though the tag is tracked on all the pages, it is not tracked on the checkout pages and I'm not sure why.  Can someone please help with this issue?
