When error messages like these occur while trying to publish ads on Facebook, the errors are sent directly from Facebook and don't always reflect the true nature of the issue when displayed on Shopify. I've got the exact same issue but I do not see the 'verify e-mail address' button in my Facebook ads manager info, I think I've done this at some point.
I had the same wonder. You need to keep scrolling down, past the "Business Options" where you will find it in "My Info".
