Why can't I manually send abandoned cart emails?

Hi I'd like to be able to manually push through abandoned cart emails why can I not do this?

You can manually email a customer a link to their abandoned cart. However, if your store was previously set up to automatically email a customer a link to their abandoned cart, then you may need to wait some time before you can send another email to the same customers.
