Do I need to be a partner to create a Checkout UI Extension

I am trying to create a Checkout UI Extension, but receiving the following error:

What is going on here? I don't want to make an external partner account, I am just building a custom app from within the organization where I work.

This is by far my biggest complaint with the checkout update. I shouldnt have to create a partner account as an in house developer. I dont feel like shopify has considered companies that have in house developers. 

The amount of hoops Im jumping through, just so that customers dont ship a product to a certain state, has become a huge burden. The entire shopify checkout UI has been a burden. If we didnt build in house, only purchased from the shopify store - the amount of money we would spend in api calls would break the company - as a plus member!

Wondering the same thing, this makes no sense for in house devs. About to check with Plus support an will report back.

Did you ever find a solution to this? I'm in the same boat and it just seems mad that I can't work on Checkout apps within my company's shopify store.
