Create Fulfillment Order with Error --- Unprocessable Entity

I create a fulfillment order via /admin/api/2023-04/fulfillments.json with error. The message is "Unprocessable Entity".  below is my post data. please help it. Many thanks!

fulfillment_order_id  is obtained from /admin/api/2023-04/orders/{$order_id}/fulfillment_orders.json
