Default out of stock item fulfillment locations

I am a manufacturer. we do a lot of built to order products. We also keep some inventory as finished goods and some in sub-assembly. We only have one factory location.

The idea is when an order is placed that it will take the inventory items from FINISHED and SUB-ASSEMBLY and if there is no inventory it will assign it to BUILT TO ORDER. It seems to be working with the FINISHED and SUB-ASSEMBLY inventory, but if there is no inventory it assigns it to FINISHED instead of BUILT TO ORDER.

Right now, I have three locations setup in in Shopify, FINSHED, SUB-ASSEMBLY, and BUILT TO ORDER. I keep track of inventory for FINSHED and SUB-ASSEMBLY. I have BUILT TO ORDER as an inventory tracking location, but do not keep any inventor in it. I have the BUILT TO ORDER as the default location and have setup an order routing rule for ranking locations as FINIDHED>SUB-ASSEMBLY>BUILT TO ORDER. I though having the BUILT TO ORDER as the default location would push that location for fulfillment when the inventory is 0.

Is there a step I am missing, an app that will do this, or a FLOW that can be made?
