Fulfillment Service is never notified

Hi everyone. I'm building a a fulfillment service provider. I have created the service on my dev store, I have set up the API scopes, and the correct webhooks subscribed to. 

My problem is that the fulfillment orders that are created can never be requested to get fulfilled by my app. I have searched via the API, but the only actions available are to create, move, or hold a fulfillment order. I have also tried to move the fulfillment order to the location that my service created, but that does not work either.

How do I configure Shopify via the API to allow merchants to request my app to fulfill an order?

you mean your order got a request service button like this or you wanna the operation automatically  triggered?

So I'm trying to use the API to create a service that would enable this button. But it does not seem to be working.

Could you check your service location that it has the specified products assigned to it?
