Is it possible to set your store up for shipping and pickup and not over sell inventory? Example. I have 8 shirts small-XL two of each physical product in front of me. In my inventory I have shipping set up and a pickup option set up. How do I apply so the inventory isnt off? If I set my pickup to 8 available and shipping to 8 available which would make my inventory 16 which is false because I only have 8 total. How do I set it up to be correct? Or can you not offer both ? Do I need to switch to a different website?

So from what I understand you want to offer Pickup and Shipping for the same product. Does the product ship from the same location the pickup is at? Either way you'll want to go into the Shopify admin settings and enable "Local Pickup".
Then at checkout the customer will be able to pick "Pick Up" or "Delivery".
If the inventory is at two separate locations you might want to look into an app that syncs inventory across two products, or add local pick from X location as a Shipping Option rather than the official "Pick Up" in the settings.
I have it set up correct like it allows pickup but Im confused on how to set up inventory. If I have 2 shirts and I put in inventory I have 2 available for pickup and 2 available for shipping it shows I have 4 total and I only have 2.
Do they ship from the same or different locations?
shipping is from my house and pickup I meet at a location in town.

You need to have one single location, and setup pickup and delivery from that single location.
