We are receiving a LOT of 429s comming from the admin API - we have turned off our sync process but everytime we restart it after a long period it gives 429s imediately.
We have no way to debug this since there's no way of knowing who the offending requester is through the dashboard or API.
Is anyone at shopify able to provide more insight into this so we can get it sorted?
It's costing us money and causing issues with our backoffice and we're restricted with what we can do to remedy the situation.

Is there any specific part/ endpoint of the Admin API that you're seeing these 429 errors appearing for? You may need to try one of these rate limiting methods to prevent these.
