Adding Policies To Navigation Footer Menu with using API

I am trying to add "Refund policy" and "Terms of service" policies to "Navigation" "Footer Menu" using API. However, I can not find an option just like as I tested Google App that developed by Shopify, there is an option that adds "Refund policy" and "Terms of service" to "Navigation" "Footer Menu". I took a screenshot from Google, the button at the image just doing what I want to do.
