Create a location using REST API or Graphql

Hello!
How can I create locations using REST API or Graphql? I saw this post but it didn't solve the problem. It says that the only way to create a new location is with a FulfillmentService but the documentation doesn't say anything related to locations. Could someone provide me with the document that shows how to create a new location?

Shopify automatically creates a Location for each Fulfillment Service. So if you want to cr eate a Location, then create a Fulfillment Service.
