Create Manual Payment Method Via API

Hello.  I'm currently working on a public payment app that will add a payment method to the client store.

What I would like to do is automatically add a payment method to the manual payment methods and activate it via API so the store admin does not have to do it manually.  I have not found any documentation in the API to do this.  Please advise.
