Is it possible to create shipping rates through api?

I would like to crate shipping zones through API. Is it possible? To add countries, prices etc.

I would encourage you to take a look at delivery profiles via THIS DOC. At the moment, it's only available via GraphQL, but hopefully it is useful to you.
