Is it possible to send the order information to external system using API?

Is there any way that I can get the order information every time when a customer makes an order to external system and also update the order on Shopify using API?

My goal is to

Send the order information to external system.
Change the price(like applying discounts) of the order if necessary on external system.
Use API to update the order on Shopify if price is changed.
