Province code is not always two-letter in Shop API

As described in Shop API, the field province_code is a two-letter code for the shop's province or state. But I recently received a three-letter province code NSW which is pointed to New South Wales in Australia. So I wonder is it a bug of the API or a mistake of the API document?
