Restocking with Returns API 2023-01

Hi! 

I would appreciate any advice regarding Returns API.
Based on this doc https://shopify.dev/docs/apps/fulfillment/returns-apps/returns#requirements it is not clear how is it possible to restock items via Returns API. Our aim is to restock/not to restock together with issuing refund but it is not very clear how the request payload should look like
