unlisted app exchanging code for oAuth access token doesn't work only for ShopifyPlus account

when I call shop/admin/oauth/access_token to exchange my temporary code for an access token it works fine for regular Shopify accounts.  Testing now with a ShopifyPlus account and I am getting 400 bad request for the same call.   Is ShopifyPlus more sensitive to the requested scopes, or is this not even possible?

2. Oauth and installation is cover here for public and custom apps when created through a partner account.
3. Configuration and access tokens for custom apps created in the admin

If you are still seeing unexpected behaviour involving installation of an app created from within the Shopify Partner dashboard, please log examples of any specific errors, request body, endpoint and an x-request-id response header values, then select 'Report an issue' when contacting Partner Support.

If this involves a custom app created in a store admin, please connect with Shopify Support and someone can take a closer look and assist you moving forward.
